Carmel Valley Rental Regulations

Carmel Valley is largely unincorporated Monterey County. Short-term rentals require a county STR permit and TOT compliance. The county's STR framework is somewhat more permissive in rural areas, but enforcement has increased significantly since 2022. Properties on well water or septic have additional compliance considerations. Equestrian and agricultural properties come with their own lease considerations: outbuildings, permitted structures, grazing rights, well and water rights disclosures, and agricultural exempt status. AB 1482 generally exempts single-family homes in unincorporated areas when proper notice is given. Septic and well systems require routine attention.
