
Monterey rental registration
is mandatory, annual, and public.
If you rent out a house, a condominium, or a unit anywhere inside the City of Monterey, you are required to register it with the city every year. Enforcement against non compliant units began on 15 August 2026.
What the ordinance requires
Ordinance 3700 took effect 1 January 2024 and is codified at Monterey City Code 8-2.02. Every residential rental property in the city must be registered, and the registration renewed annually. It is not limited to apartment buildings. A single rented house is covered.
The 2026 cycle ran a registration window from 1 May to 1 July with payment due 1 July, and enforcement against non compliant units began 15 August 2026. Late fees apply.

The part owners do not expect. Monterey's database is publicly accessible. Unit address, year built, bedroom and bathroom count, square footage, occupancy status and current rent are visible to anyone who looks, including your tenant, your neighbors and your competitors. Salinas runs a comparable program and keeps its landlord data confidential. Monterey made the opposite choice.
Cost, and what can be passed to the tenant
Monterey permits up to fifty percent of the registration fee to be passed through to the tenant, where Salinas prohibits pass through entirely. Online card payment carries a reported 2.9 percent processing fee and there is a $25 returned payment fee. The fee scale is tiered by unit count and has been reported as comparable to the Salinas range of roughly $20 to $350, though we recommend confirming the exact current schedule with the city housing office rather than relying on a secondary figure.
What it is not
This is a registration and data collection program. There is no periodic mandatory interior inspection attached to it. We looked for a routine rental inspection regime across all seven Peninsula jurisdictions and did not find one. Seaside requires a contractor inspection, but only as part of short term rental licensing, not for ordinary rentals.
A separate requirement worth knowing: Monterey City Code 19-55 triggers a business license obligation at ten or more units.
Why the city did this
Monterey carries a sixth cycle regional housing needs allocation of 3,654 units against an existing stock of 14,136, a required expansion of about 26 percent, and completed fifteen units in 2024. Registration gives the city rent and occupancy data it did not previously have. Whatever you make of the policy, the practical position for an owner is that the data is being collected and the deadline is real.
