What owning here actually looks like.

Marina is the one Peninsula city genuinely adding housing. Marina Station is approved for 1,360 residential units, The Dunes for 1,237, and several hundred affordable units have delivered since 2024. The city projects growth from around 22,500 people to over 30,000 by 2045. It is also the youngest housing stock on the Peninsula and the most affordable, with median gross rent at $2,101.

The rules

What governs a rental in Marina.

Marina defines a short term rental as any tenancy of 29 consecutive days or less and requires a permit. The controlling rule is a primary residence requirement: the property must be the owner's permanent residence or usual place of return, documented with at least two forms of identification. Second home short term rentals are prohibited outright, and the city states affordable housing impact as the reason.

Occupancy is capped at two per bedroom plus two, to a maximum of twelve. Permits expire 30 June annually and renewal requires a current business license and proof of timely transient occupancy tax payment.

Separately, Preston Park and Abrams Park, 548 city owned former military housing units, operate under a 2010 policy capping annual increases at three percent or CPI, whichever is lower. That policy has been under council review. Marina also has a mobile home rent stabilization ordinance. Neither applies to ordinary private rentals in the city, but both are worth knowing if you are buying here.

Can I short term rent a second home in Marina?

No. Marina requires the property to be the owner's primary residence, documented with at least two forms of identification. Second home short term rentals are prohibited. An annual lease or a furnished thirty day tenancy is the path.

Is Marina worth owning in given the lower rents?

Median gross rent is $2,101, the lowest of the seven communities we serve, so the fee per door is lower. Against that, it is the newest housing stock with the lowest maintenance burden, the strongest population growth, and Marina saw the highest year over year price appreciation on the Peninsula in mid 2026. It is a different investment thesis, not a worse one.

Does all the new construction hurt my rents?

New apartment supply in Marina and Seaside has softened asking rents at the lower end, with several trackers showing modest year over year declines in 2026. Detached houses and small multifamily compete less directly with new apartment product than owners often assume, but it is a real factor and we price for it.
