Monterey is the largest rental market on the Peninsula, with 7,999 renting households, 64 percent of all occupied units. It also has the deepest small multifamily stock, with 1,734 renter occupied units in three and four unit buildings, and the most aggressive housing production obligation of any Peninsula city. It is the only city here with a mandatory rental registration program.
What governs a rental in Monterey.
Every residential rental property in the City of Monterey must be registered annually. Ordinance 3700 took effect on 1 January 2024. The 2026 registration window ran from 1 May to 1 July, and enforcement against non compliant units began 15 August 2026.
Registration collects the address, year built, bedroom and bathroom count, square footage, occupancy status and vacancy reasons, monthly rent, utility details and any HOA fees. Monterey's database is publicly accessible, so unit address, size, occupancy status and current rent are visible to anyone. The city permits fifty percent of the registration fee to be passed through to tenants. Late fees apply, and a separate business license requirement is triggered at ten or more units.
Short term rental is banned in residential zones and, unusually, advertising one is itself prohibited. The city contracts monitoring of online listing sites.
